CHARLOTTE, N.C. — On Halloween, the Billy Graham Rapid Response Team is deploying to Jamaica alongside Samaritan’s Purse after Hurricane Melissa struck as one of the strongest Category 5 storms in recorded history, leaving widespread destruction and isolating communities across the island.
