FARGO — The email alert landed in the inbox of one of her neighbors in Fargo's Lincoln neighborhood Tuesday afternoon. It was forwarded to another neighbor, who then sent a text to others in the community, including Trisha Pearson, who read it with alarm.

According to the automated bulletin from online notification service Neighborhood Alerts, a sex offender had recently registered at a new address in Fargo, not far from her home. The apartment where the offender, 55-year-old Michael Homuth, was reportedly living, Pearson realized, was at Cove Lane, 3014 12th St. S., a YWCA-run, 12-unit supportive housing development which opened in the neighborhood just over a year ago.
