Trump told reporters Oct. 31 on his way to Palm Beach that congressional Democrats were harming their own supporters.

He said Supplemental Nutrition Assistance Program (SNAP) recipients are "largely Democrats," according to video posted on YouTube by the White House .

"But I'm president, I want to help everybody. I want to help Democrats and Republicans. But when you're talking about SNAP, if you look, it's largely Democrats. They're hurting their own people," Trump said.

The comments come as funding for food assistance runs out a month into a federal shutdown and could mark the first time federal food assistance is paused in the history of the program.
