A cybersecurity website reported that a ransomware group known as Brain Cipher was behind the September attack.
A ransomware group active since last year appears to be responsible for a cyberattack that may have compromised the personal information of about 4,000 current and former Oxford County employees.
Comparitech.com, a cybersecurity website founded in 2015 that involves a team of 30 security researchers, writers, developers and editors, reported that a ransomware group known as Brain Cipher was behind the September attack on Oxford County.

“We first became aware of the attack on Oxford County when Brain Cipher added the government entity to its data leak site on Oct. 21, 2025,” Rebecca Moody, Comparitech’s head of research, said in an emailed statement.
