PHOENIX -- As federal courts wrestle over funding food stamps, an Arizona lawmaker is crafting legislation for the new session beginning in January to restrict further what can be bought with them.

Rep. Leo Biasiucci acknowledges there already are limits on the use of benefits in the Supplemental Nutrition Assistance Program. Aside from the obvious -- tobacco and alcohol -- also off-limits are vitamins, household needs like paper products and hygiene items such as soap.
