BATON ROUGE, La. (WAFB) - A contract that led to a grand jury indicting the former executive director of the Capital Area Groundwater Commission (CAGWC) on charges of malfeasance in office, monopolizing trade, and conspiracy in restraint of trade is effectively frozen as state officials ask the Attorney General and the Legislative Auditor for clarity on whether they should continue paying it.

The Louisiana Department of Conservation and Energy did not pay Sustainability Partners (SP) last month, the WAFB I-TEAM has learned, which is when the Capital Area Groundwater Commission’s responsibilities were transferred under the agency’s control.
