ST PAUL, Minn. — Kaohly Her will be St. Paul's next mayor after the second round of rank choice voting was tallied, edging out incumbent Melvin Carter.
Carter led after the first-choice votes were counted with 40.8%, but Her surged in the second round of voting to become the city's first Hmong mayor, as well as St. Paul's first female mayor.
"Melissa Hortman always told us that you win races by knocking doors, and we knew that if we had the time to knock doors, that we would be able to do it," said Her, who entered the race just three months before the election. "So it doesn't matter if someone starts 10 months ahead of time, if they do not knock doors, they will never beat us. And that it is going out and talking to people, and collecting your data, that is how you win races."
