Baltimore County Inspector General Kelly Madigan sought a legal opinion this fall from the county’s attorney about the legality of the County Council meeting behind closed doors in January to discuss the selection of now-County Executive Kathy Klausmeier.

However, according to a report released Wednesday, county officials denied the request because it fell outside of her oversight jurisdiction.

Madigan now recommends that county officials ask the county attorney to issue a public legal opinion on allegations that the council violated the county’s charter when it met virtually on Jan. 3, outside of public view and during a snowstorm, to discuss a planned public vote on the new executive.
