TEXAS, USA — Proposition 4, which passed in Texas' Nov. 4 election, establishes the Texas Water Fund by allocating one billion dollars per year of sales tax revenue to water projects across the state. The fund could finance up to $20 billion in water projects over the next two decades—all using existing state revenue rather than new taxes.
"The water fund is an epic move," said Dirk Aaron, retired General Manager of the Clearwater Underground Water Conservation District and board member of the Central Texas Water Alliance.
Texas faces mounting water challenges as more than 1,000 people move to the state each day, straining already limited water supplies.
"They're not bringing any water with them," Aaron noted, highlighting the growing pressure on finite water resources.
