In a setback to the Karnataka government, the High Court on Thursday dismissed its appeal challenging a single judge’s interim stay on a government order (GO) that required private organisations to obtain prior permission before conducting any activities on government-owned premises.

A division bench of Justices SG Pandit and Geetha KB said the State may instead approach the single-judge court to seek vacation of the stay. The stay was issued on October 28.

The bench questioned whether groups of 10 or more people could automatically be treated as unlawful and asked if the government could stop people wishing to walk together.
