ALBUQUERQUE, N.M. —

Albuquerque City Council passed O-25-98 and R-25-196 Tuesday night to update its traffic code for the first time since 1974.

The legislation modernizes outdated rules and prioritizes safety for pedestrians, cyclists, e-bikes, scooters and other “vulnerable road users."

“This vote moves Albuquerque decisively into the 21st century of urban mobility,” Councilor Tammy Fiebelkorn said. “Safety is paramount for everyone on our streets, no matter how they travel.”

The ordinance introduces VRUs as a single category, emphasizing protection for those without the safety of a vehicle shell.

Key updates include:

Expanded definitions for bikeways.

Multi-use trails and pedestrian crossings.

Stronger crossing protections.

Clear rules for HAWK and RRFB signals.
