A special meeting of Stockton's city leaders will be held Thursday evening inside City Hall to discuss concerns of possible abuse of authority, misuse of public funds and charter violations.

"This meeting follows public concern regarding an unauthorized letter of commitment sent by the former Interim City Manager to the State of California, pledging approximately $823,000 in matching public funds for a Behavioral Health Community Infrastructure Program (BCHIP) grant application. The letter was sent without City Council approval or public discussion, raising questions about compliance with the Stockton City Charter, fiscal oversight, and transparency in city operations," read a news release from the city.
