OTTAWA, Kan. (WDAF) -- Ottawa police have decided not to cite the driver who hit a 12-year-old child in a crosswalk.

Trey Folsom, a middle school cross-country runner, was hit by a car during practice. Video shows the terrifying seconds before the 2018 Ford Edge struck Folsom in the crosswalk at West 15th Street and South Ash Street near Ottawa Middle School.

The 77-year-old driver was traveling at an unknown speed in the 30-mile-per-hour zone just after school zone lights were deactivated. According to the driver, she thought she was going between 20 and 25 mph.

"He saw the car and assumed that it was slowing down so he could cross. So he entered that crosswalk lawfully, trusting the other drivers would obey the law," Trey's father, Mark Folsom, said.
