LAREDO, Tex. (KGNS) - A Laredo man was arrested on felony theft charges after police said he stole a woman’s cellphone and was found carrying a bag of perfumes still in security cases.

Laredo police responded to a theft report at about 10:30 p.m. on November 4 in the 4100 block of San Bernardo Ave. A woman told officers that a man she knows as “Simpson” stole her cellphone before fleeing on a bicycle.

Officers identified the suspect as 44-year-old Filiberto Martinez based on alleged prior encounters. Police placed a lookout for Martinez and later spotted him riding a bicycle near Ortiz St. and San Bernardo Ave.

When officers detained Martinez, they said they found him in possession of the stolen cellphone. Police also noticed Martinez was wearing a jacket with a price tag still attached
