Mayor Olivia Chow touted Toronto’s “central command, all-hands-on-deck” approach to winter weather on Wednesday as city council approved a package of changes to how Toronto handles snow.

While council OK’d changes at the meeting , including raising the penalty for drivers who block streetcar tracks on a snow route, the discussion also served as an update on how City Hall has already reacted since last February’s messy snowstorms.

Chow thanked bureaucrats, some of whom have new or modified duties, for their work in rethinking and reworking snow removal in Toronto.
