The Ottawa Police Service has issued a public warning regarding Christopher Watts, a high-risk offender who is now residing in the Rideau-Vanier area. Police believe that Watts poses a significant risk to the community, particularly to women and girls under the age of 18. Watts, 64, was sentenced in 2003 to 17 years in a federal penitentiary for the sexual assault, sexual interference, and manslaughter of a 13-year-old girl in Kitchener in 2001. He was released after serving 12 years but has since reoffended and has been moving between halfway houses. According to police, Watts has faced allegations of breaching his release conditions in both Ottawa and Kingston. The High-Risk Offender Management Unit of the Ottawa Police Service has classified him as a high risk for reoffending or violating his terms of release. Watts is subject to a Long-Term Supervision Order and a probation order that includes several strict conditions. He is prohibited from being within 50 meters of places where children under 18 are likely to gather, such as schools, parks, and recreational centers, unless accompanied by an approved adult. Additionally, he is not allowed to be in the presence of any female children under 18 unless supervised by a responsible adult who is aware of his criminal history. He is also prohibited from consuming alcohol or illegal drugs, except for prescribed medications.
