VIRGINIA BEACH, Va. — Virginia Beach City Council voted 9-0 on Tuesday to approve a resolution supporting including the 10-1 charter change request in the legislative package.
This comes after Virginia Beach voters approved the referendum on Election Day , with more than half the city supporting the change.
In the 10-1 system, the city is broken into 10 districts, and residents get two votes on who represents city council: one for their district’s representative and another for the mayor. This system has been in place for Virginia Beach since 2022, but it was never written into the city charter, causing several debates and lawsuits.
