BILOXI, Miss. (WLOX) - Biloxi City Council’s decision to uphold an appeal of a tree removal permit was met with applause by Woolmarket homeowners who oppose the Hawk Creek Phase Two development by Meritage Homes.

Council members voted six-to-one to uphold the appeal and deny the planning commission’s recommendation for approval. The vote happened after three hours of back-and-forth debate over the issue.

The appeal claims the tree removal permit process was plagued with procedural errors: most notably, the developer’s failure to include a mandatory mitigation plan in its application.
