GRAND FORKS – Grand Forks County commissioners sided with concerned citizens on Tuesday and voted not to participate in granting a tax incentive to a proposed apartment development offering moderate-income housing.

The Brookstone Development Project PILOT (payment in lieu of taxes), which would last for 20 years and have a 90% tax increment, was approved by the Grand Forks City Council on Nov. 3. The agreement would cut back about 50% of the debt associated with the project to free more funds for other costs related to keeping the building affordable, including having a reserve account equal to six months of operating expenses and keeping the units rent- and income-restricted.
