NORFOLK, Va. — Norfolk City Council on Tuesday paved the way for several Flock cameras that will keep an eye on the new casino near Harbor Park.

Flock plans to put a total of 11 Flock cameras on Park Avenue and Lovitt Avenue. There will also be four trailers with cameras placed on Park Avenue, Clay Avenue and Interstate 264 eastbound.

The casino, to be operated by Boyd Gaming and the Pamunkey Indian Tribe, plans to be open in 2027. There currently is an interim gaming hall on the site that opened earlier in November.

Law enforcement agencies say Flock cameras, which capture and store data about which license plates are passing by, have been helpful in solving crimes .

However, legal challenges have been made against the Flock cameras, with some local citizens filing a federal laws
