Kyiv wants to clarify whether U.S. President Donald Trump personally supported the new peace plan, or whether the document was only a starting point for a new round of negotiations, a source said.

The Ukrainian government was mulling its response Wednesday to a 28-point peace plan, described as heavily tilted in Moscow’s favour, that was drafted by U.S. and Russian officials without Kyiv’s involvement.

The chief architects of the new peace plan are Steven Witkoff, the personal envoy of U.S. President Donald Trump , and Kirill Dmitriev, a Russian businessman with close ties to President Vladimir Putin .
