A three-week hearing on a proposed rule to incentivize production of fuels with lower greenhouse gas emissions has come to a close.
The Environmental Improvement Board is expected to make a decision on the rule in early January, although an exact date has not been set.
If adopted, New Mexico would join California, Washington and Oregon in adopting similar standards. The state Legislature adopted the Clean Transportation Fuel Standards in 2024, which directed the regulatory body to promulgate program rules.
The standards would encompass fuels like diesel and gasoline as well as electricity and biomethane.
The program centers around a carbon intensity benchmark. Participating fuels under that benchmark earn credits; manufacturers making fuels over that benchmark have to buy credits. For
