ATLANTA — A months-long legal and political battle over campaign fundraising in Georgia's race for governor escalated Wednesday as a new advisory opinion signaled another setback for Attorney General Chris Carr's efforts to change the financial dynamics of the race.

Zach Merchant, the co-anchor of 11Alive's The Georgia Vote , obtained the opinion on Wednesday afternoon.

At the center of the dispute is a $10 million loan that Lt. Gov. Burt Jones made to his own leadership committee, a special fundraising vehicle that can accept unlimited donations. State law allows only a few officials to use these committees: the governor, lieutenant governor and certain legislative leaders.
