CARROLLTON, Ky. — Sen. Rand Paul, R-Ky., is spearheading legislation to return hemp regulatory authority to individual states following the inclusion of a federal hemp ban that passed in a government funding bill.

"The legislation I'm going to try to push now is to say that the McConnell language would not apply if a state already has made the decision to regulate the product," Paul said.

The ban, added as a rider amendment by Sen. Mitch McConnell, R-Ky., sets a 0.4-milligram THC limit per container — a threshold that would effectively wipe out most CBD products, including gummies and wellness oils, from store shelves.
