The man accused of fatally shooting one brother and wounding another outside a Steelton corner store has been taken into custody, authorities announced on Monday, Oct. 13.

Quadir Shawn Rameau, 23, voluntarily surrendered to law enforcement in the Allentown area and was taken into custody by the Dauphin County Criminal Investigation Division, according to Steelton Borough Police. He was transported to the Dauphin County Booking Center to be arraigned on murder and related charges.

Rameau was wanted for the deadly shooting on Tuesday, Oct. 7, at the Phoenix Mini Mart on South 4th Street. Police said he opened fire on two brothers, killing 33-year-old Kenyatta D. “Yatta” Henry and wounding his brother, Nakeem T. McGraw, in the arm. McGraw was rushed to Penn State Holy Spirit Hospital for treatment.

The incident triggered a massive law enforcement response, with about a dozen agencies converging on Steelton. A Pennsylvania State Police helicopter circled overhead as heavily armed officers surrounded a home on South 2nd Street during a standoff.

Steelton Mayor Ciera Dent confirmed the active situation that afternoon, urging residents to avoid South 4th Street between Locust and Walnut. “Please keep our law enforcement officers in prayers throughout this situation and please keep the families involved in your prayers as well,” Dent wrote in a Facebook post.

The violence forced Steelton-Highspire School District to enter lockdown. “Out of an abundance of caution, our schools are currently in lockdown due to an incident in the community,” officials wrote. Later that evening, the district canceled in-person classes for Wednesday and announced extended closures through Oct. 14, citing safety concerns during the ongoing police investigation.

Suspect Identified

Surveillance video captured Rameau firing a dark-colored handgun at the brothers, according to the affidavit of probable cause. The surviving brother identified him as the shooter, telling investigators they had once been friends. Police said Rameau later texted his mother that he “got in some trouble” and urged her to lock the doors at their home. A search of his residence uncovered 9 mm ammunition.

Rameau, who previously pleaded guilty to felony burglary in 2023, is prohibited from possessing firearms. He has been charged with two counts of first-degree murder, aggravated assault, possession of a firearm prohibited, and firearms not to be carried without a license.

Community Response

Family and friends gathered Wednesday evening for a balloon release in honor of Henry. The tribute was scheduled for 6 p.m. on Harrisburg Street, with attendees asked to bring Eagles-colored or other balloons to honor “Big Yatta.”

“The Steelton Borough Police Department would like to thank the Dauphin County Criminal Investigation Division and members of the public who submitted tips that led to this arrest,” officials said in a release announcing Rameau’s capture on Monday, Oct. 13.
