UPDATE: The Chattanooga Police Department says the man missing after fleeing from Moccasin Bend Mental Health Institution has been found in Hardeman County, TN, which is outside of Memphis.

Police say Sean Kelley fled on foot from the mental health institution after being transported for a Certificate of Need.
