The Pentagon’s investigation of Sen. Mark Kelly is an incredibly unusual move, military experts said after the Department of War threatened to try the Arizona Democrat in a military court.

The Department of War said it would probe Kelly after he participated in a video with other Democratic lawmakers encouraging members of the military to refuse unlawful orders.
