Base motives: The Public Utilities Commission of Ohio last week agreed to allow FirstEnergy to raise its base electricity rates by a net total of $34 million per year for the next few years. But not only is that far less than the $190 million-per-year rate hike FirstEnergy wanted, but two of FirstEnergy’s Ohio subsidiaries – Ohio Edison and Toledo Edison – will actually lower their base rates.
