NOGALES, Ariz. — A former president of the Nogales Police Officers Association has been sentenced to four years of probation after admitting to stealing nearly $40,000 from the organization he was supposed to lead.

Victor Hetherington, 56, pleaded guilty in September to computer tampering. On Nov. 10, a Santa Cruz County Superior Court judge ordered him to pay back the full $39,150 he took.

During a five-year span from 2018 to 2023, prosecutors said Hetherington quietly tapped into the organization's bank accounts, moving money into his own accounts and using it to pay credit card bills, cover dental appointments, dine out and even gamble at casinos.

Investigators found 689 unauthorized transactions, draining more than half of the organization’s operating budget during that time. Het
