DULUTH — City officials are engaged in a study that could lay the groundwork for about 335 acres of its downtown and Hillside neighborhoods to be redeveloped.
City staff have commissioned an Alternative Urban Areawide Review of several areas that appear primed for infill projects that could breathe new life into underused real estate in the heart of the community.
Such a review typically is triggered by a specific proposed development. But in this case, the city’s planning department has spearheaded the environmental analysis in a somewhat speculative manner.
“We have really shifted our focus to try to plan proactively for redevelopment downtown,” said Jenn Moses, manager of Duluth’s planning and development division.”
