A series of armed carjackings gripped Philadelphia over just two weeks as three men allegedly targeted drivers across the city, federal prosecutors announced on Thursday, Nov. 27.
Rasheen Harvey-Fields, 18, Tavon Fry, 20, and Saair Steele, 21, all of Philadelphia, were charged in a superseding indictment with conspiring to commit and committing multiple carjackings, according to United States Attorney David Metcalf.
Harvey-Fields and Fry made their initial federal court appearances in Philadelphia this week, while Steele appeared last week. All three remain detained in federal custody, prosecutors said.
The indictment alleges the trio conspired to steal vehicles at gunpoint between June 25 and July 11, 2025, often using the cars they seized to carry out other crimes, including robbery and aggravated assault, according to the release.
Prosecutors said the men sometimes pretended to buy or sell marijuana to lure in victims, while other times they waited for drivers as they exited their vehicles.
They are accused of conspiring to commit 11 carjackings across Philadelphia, with the alleged participants listed in each incident, according to the indictment:
- June 25 – 1400 block of Bouvier Street (Harvey-Fields and others).
- June 28 – 3100 block of West Arizona Street (Harvey-Fields and others).
- June 29 – 3100 block of West Arizona Street (Harvey-Fields, Fry, and others).
- July 1 – 11th and Wallace streets (Harvey-Fields and others).
- July 3 – 1700 block of North 60th Street (Harvey-Fields, Steele, and others).
- July 3 – 700 block of South 55th Street (Harvey-Fields, Steele, and others).
- July 3 – 6000 block of North 5th Street (Harvey-Fields and others).
- July 6 – 6100 block of West Girard Avenue (Harvey-Fields and others).
- July 6 – 600 block of West Cumberland Street (Harvey-Fields, Steele, and others).
- July 7 – 3100 block of West Arizona Street (Harvey-Fields and others).
- July 7 – 2100 block of Natrona Street (Harvey-Fields and others).
If convicted, the men face a maximum possible sentence of life imprisonment, prosecutors said.
The case was investigated by the Philadelphia Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives. It is being prosecuted by Special Assistant United States Attorneys Branwen McNabb O’Donnell and Shannon Zabel.
The charges in the superseding indictment are accusations. All defendants are presumed innocent unless proven guilty in court.
