In the early 1980s, then-Phoenix Mayor Terry Goddard bought a big rundown Bungalow-style home near downtown Phoenix in the historic Roosevelt neighborhood.

The house, like many of the area’s large bungalows built more than 100 years ago, had been turned into several affordable apartments. People parked in the yard; only one plant survived in the yard.
