ZACHARY, La. (WAFB) - A 56-year-old woman has been arrested for the second time this year on charges related to alleged prostitution at massage businesses, highlighting ongoing enforcement challenges in shutting down suspected illicit operations.
Ruilian Feng was arrested the week of Thanksgiving on charges of pandering, promoting prostitution and engaging in massage therapy without a license. The arrest marks her second detention this year on similar charges.
In June, Homeland Security Investigations conducted raids on nine massage businesses in metro Baton Rouge that investigators said were illicit massage parlors. Ten Chinese nationals were taken into custody during the operation, with many considered victims in ongoing human trafficking cases.
