RICHMOND, Va. — Gov.-elect Abigail Spanberger on Tuesday announced the first cabinet secretary appointment of her upcoming administration.

Marvin Figueroa, an Arlington resident, will serve as the secretary of Health and Human Resources, overseeing 12 state agencies that support some of the state’s most vulnerable communities, including children, senior citizens, and Virginians with disabilities.
