TOLEDO, Ohio — New questions and growing pressure are mounting over conditions and rising water bills at Executive Towers Apartments in central Toledo. The complex has dealt with months of leaks, mold and maintenance problems, and about half its residents have moved out during that time.

Some renters now say their water bills have nearly doubled.

“This is unacceptable,” said Noah Woods, a staff attorney with The Fair Housing Center, a Toledo nonprofit that helps enforce housing laws. Woods said he represents seven tenants who have placed their rent in escrow until repairs are made and utility costs return to normal.

WTOL 11 reviewed a tenant’s bill from Denizen Management, which operates the building. Records show a charge of $38 in October and $70 in December.
