PHILADELPHIA (WPVI) -- Crews are working to repair a water main break in Philadelphia's Oxford Circle neighborhood.
It happened around 6 a.m. Tuesday in the 6300 block of Elmhurst Street.
Chopper 6 was above the scene as water could be seen bubbling up from the ground and flowing down the street.
Before long, the rushing water started freezing over in spots, as evidenced by the icicles hanging from an SUV.
"I'm just hearing water at 3 a.m. this morning. I look outside, and it's all this water running," said Davon Bryan, the SUV's owner.
The water has since been shut off, but crews were still working into the afternoon to repair the damage.
