URBANDALE, Iowa —

The Urbandale Community School District is addressing bullying concerns after the suicide of Miles Phipps , 15, who was reportedly bullied for being transgender.

The district implemented "Character Strong" lessons encouraging students to report bullying.

"The key component to bullying is it has to be reported," said Urbandale Community School District Superintendent Rosalie Daca. "There is a lot of times kids will come and talk about something that's been going on for a long time, but it's never been reported, so we try to have multiple ways that they can report it and feel safe about it."
