TOLEDO, Ohio — Two neighboring states are heading into 2026 with major changes to recreational marijuana rules, and dispensary owners operating in both say the adjustments will reshape pricing, packaging and consumer access.

In Michigan, a new 24% wholesale tax on adult-use cannabis takes effect Jan. 1. The tax is part of the state’s $1.8 billion road-funding plan and is projected to raise roughly $420 million annually. It will apply before products reach retailers, adding another layer onto Michigan’s existing 6% sales tax and 10% excise tax.

Harrison Carter, a partner with Nar Cannabis, which runs dispensaries in Monroe, Michigan, and Columbus, Ohio, said the added cost will almost certainly travel downstream.
