Shrinking revenues and rising costs pose a threat to Perris’ finances, officials said in justifying a fiscal emergency declaration approved by the city council Tuesday evening, Dec. 9.
The declaration, which passed 5-0, is “a preventive and proactive measure” that lets the city explore ways to bolster revenue “so that we can provide the same levels of service that we’re providing now,” Assistant City Manager Ernie Reyna told council members.

While the city has been sound with its finances and added to its reserves in recent years, “we’re seeing a downturn … with increased expenditures and decreased revenues,” Reyna said.
