Parking problems are plaguing Neptune Beach - according to the city's police chief.

The chief called the paid parking system "dysfunctional" at a recent meeting and hopes to resolve it by the end of summer after the council agreed to hire a new company to run it.

"I don't know how cost effective or how much money it makes them, but I know when I grew up here, there was no paid parking and we got along just fine," said Jason Powell after paying for parking in Beaches Town Center.
