Two studies released Wednesday are preparing Quebecers for an increase in electricity rates, saying it’s inevitable and necessary to ensure the energy transition.
The provincial government has limited increases in recent years.
From 2020 to 2025, the increase in residential rates was indexed to inflation and capped at three per cent per year when it exceeded this mark.
The problem, according to the Institut du Québec, is that this cap has created a significant imbalance, depriving the government of $60 million in revenue from Hydro-Québec in the past year.
Option consommateur suggests that a possible rate increase should be compensated by the addition of an electricity-related component to the solidarity tax credit, in order to help the most vulnerable absorb the shock.
