Minneapolis officials have shared video from the arrest of a U.S. citizen by Immigration and Customs Enforcement (ICE) agents on Tuesday in the Cedar-Riverside neighborhood.

During a news conference on Wednesday, a man said he was taking his lunch break on Tuesday afternoon and had been "outside for mere seconds" when he was confronted by a masked man who ran at him "at full speed," then tackled and pushed him.

"I told him, 'I'm a U.S. citizen. What is going on?' He didn't seem to care," said 20-year-old Mubashir, who hasn't shared his last name due to safety concerns.

"He dragged me outside – through the snow, while I was handcuffed, restrained, helpless – and he pushed me to the ground and he put me in a chokehold."
