A new report from the City Council shows inconsistency across city jails in allowing visitors to see their family and friends. Many people had to wait hours to see their loved ones, or had their visitation appointments canceled, the report said.

A joint hearing was held Wednesday by the Criminal Justice Committee and the Oversight and Investigation Committee, and the City Council has outlined several recommendations to make the process better for both detainees and their families.

Brooklyn Councilmember Sandy Nurse joined "The Rush Hour" on Thursday to talk about the report, and how the transition to close Rikers is going.
