A 36-year-old Manchester man was arrested after surveillance video showed him firing a pistol into the air while driving an e-bike through a heavily populated neighborhood earlier this month, police said.

Police were alerted to the gunfire on Manchester Street around 2:45 p.m. on Aug. 12 in the area of 353 Manchester St. after ShotSpotter technology detected a single gunshot, according to a news release.

A police dog found a spent 9 mm shell casing in front of a home on Manchester Street.

Michael Richard was charged with reckless conduct with a deadly weapon.

No injuries were reported.

“This case is a clear example of how we maximize our technology and combine it with strong police work to keep our community safe,” Police Chief Peter Marr said in a statement.
