Lansing — As the Michigan Legislature buttoned up the final details of the 2023 fiscal year budget in Lansing, Michigan Economic Development Corporation CEO Quentin Messer was having dinner with the recipient of a controversial $20 million grant that would be squirreled away in the state's spending plan.
Messer met with Democratic donor Fay Beydoun at her home in Farmington Hills on June 30, 2022, as the Republican-led Legislature worked overnight and into the early hours of July 1, 2022, to pass a final version of the budget, according to documents obtained by The Detroit News through a public records request.
