MIDDLETOWN, Ohio —

Nearly two weeks after Stephen Howard was killed in a car crash in Middletown, his family is still waiting for answers about the other driver involved. The crash occurred on Aug. 23 at the intersection of Central Avenue and Alameda Circle, and Howard's loved ones are puzzled by the absence of a police report.

Marc Howard, Stephen's younger brother, expressed his need for information, saying, "I talked to him every day. He called me or I called him. But mainly I called him because there was always something that I needed to know." Advertisement
