MONTGOMERY COUNTY, Md. (DC News Now) -- A Gaithersburg man was arrested on various sex offenses after allegedly touching a young girl inappropriately at the library on July 24, according to the Montgomery County Department of Police-Special Victims Unit.
Charles Newton Townsend IV, 49, was charged with two counts of fourth-degree sexual contact and two counts of second-degree assault.
Police say on July 24, a child who was at the Quince Orchard Library told her parent that she had been inappropriately touched by a man later identified as Townsend. Security footage also showed two separate instances where Tonwsend interacted with children.
Townsend was arrested on August 29 and transported to the Montgomery County Central Processing Unit, where he is being held without bond.
