SOUTH CHARLESTON, W.Va. (WSAZ) – First responders and city officials honored Franklin Grover during Thursday night’s South Charleston City Council meeting.
Last spring, Grover helped save a person’s life during a water rescue.
South Charleston Fire Chief Virgil White said, in April, two people were in a kayak on the Kanawha River when it flipped.
Grover, who saw it happen, ran and got his kayak and paddled out to them. Unfortunately, the fire chief said one didn’t make it, but Grover saved the other person’s life.
“This was a very heroic effort,” White said. “The river levels were up some, so the water was dangerous to begin with, and they didn’t have much time before we could of have two fatalities out of this incident. So, by him jumping into action and saved a life of an induvial, t
