SIOUX CITY — Luma Heights resident Dale Nicks, 70, had been living in the 125-year-old apartment building in the Grandview Park neighborhood for about 22 years.
After those two-plus decades of living at 217 19th St., which included several room changes, he had just 72 hours to move out this week.
"It had been ordered to be red tagged before but they put it off," Nicks said Thursday afternoon as he was loading his belongings into a blue Ford Freestar van with a little bit of rust near the left wheel well. He had already managed to load overstuffed black trash bag after black trash bag in along with various kitchen items.
The property was officially red tagged by the city on Tuesday and was cited for: electrical work without permits, no working elevator, no standpipe system
