The U.S Court of Appeals for the Federal Circuit ruled that President Trump went too far when he declared national emergencies to justify tariffs on nearly every country on the planet. Now, American businesses could be owed tens of billions of dollars in refunds for tariffs they paid on foreign goods. The president appealed, which means, for now, there's no guarantee American businesses will receive refunds.
